Expands New York's municipal sustainable energy loan program (PACE) to cover qualifying water improvements, qualifying resiliency improvements, and low carbon intensity building components, in addition to existing renewable energy and energy efficiency improvements

Defines "qualifying resiliency improvements" as building modifications to withstand extreme weather events including floods, high winds, wildfires, and sea level rise, as well as energy storage, microgrids, and electric vehicle charging infrastructure

Defines "qualifying water improvements" as modifications to reduce water consumption, promote conservation and storage, manage stormwater, resist flooding, and mitigate contamination in potable water systems

Extends maximum loan repayment terms from the weighted average useful life of improvements to the longest-lived system or improvement, and bases loan limits on property value after improvements are completed

Authorizes municipalities to enforce delinquent loan charges through foreclosure proceedings under real property law, with the ability to assign collection rights to third parties
