Establishes a home repair program administered by the Division of Housing and Community Renewal to fund repairs addressing habitability issues (asbestos, mold, pests, lead), energy/water efficiency improvements, and disability accessibility modifications

Provides grants up to $50,000 per unit to homeowners with household income at or below 80% of area median income, with priority given to rural areas, persons with disabilities, and families with children age 5 and younger

Offers loans up to $50,000 per unit to small landlords (owning no more than 5 properties/15 rental units) renting affordable units, with loans forgivable if landlords maintain ownership for 15 years, limit rent increases to 3% annually, and avoid serious violations

Creates the Home Repair Fund in the state finance law to hold appropriated revenues and other transferred moneys for the program

Requires the Division to submit annual reports to the governor and legislature detailing units assisted, costs per unit, application approval/denial rates, and demographic information of assisted households
