Creates the New York State Service Corps administered by the Department of Labor in coordination with the departments of parks, recreation and historic preservation, and health

Provides service opportunities including residential and non-residential corps programs, one- and two-year fellowships, and internships for youth, young unemployed people, recent graduates, retirees, and those pursuing high school equivalency programs

Renames the New York State Conservation Corps to the "Service Corps - Green Jobs, Conservation, and Revitalization Tracks" and expands its purposes to include promoting green jobs, climate resiliency, and arts/cultural resources

Establishes a Health Services Track within the Department of Health to place health professionals (nurses, physician assistants, dental hygienists, therapists, midwives) in correctional facilities, mental health facilities, non-profit health agencies, and diagnostic/treatment centers serving medically indigent populations

Takes effect 120 days after becoming law
