Authorizes New York City to establish a demonstration program using cameras mounted on city vehicles and at street locations to capture images of vehicles violating parking, standing, or stopping rules during designated time periods

Sets graduated penalty structure: $50 for first violation, $100 for second, $150 for third, $200 for fourth, and $250 for each subsequent violation within a 12-month period, plus up to $25 additional penalty for failure to respond to liability notice

Requires 60-day warning period when the program begins, daily self-tests of camera equipment, and signage on camera-equipped vehicles notifying drivers of enforcement

Protects privacy by requiring technology to avoid capturing driver, passenger, or vehicle content images, and mandating destruction of images upon final resolution or one year after liability notice issuance, whichever is later

Liability imposed under the program does not count as a conviction on driving records or affect insurance rates, and the program expires 6 years after the law takes effect
