Creates equipment requirements including bells/audible signals, front and rear lights for nighttime use, braking systems, and pedestrian safety design standards; prohibits the sale or use of universal chargers for these devices

Establishes a High-Speed Electric Personal Assistive Mobility Device Safety Fund to support rider training programs, with violations punishable by fines of $25-$200 and/or up to 15 days imprisonment
