Prohibits individuals, businesses, or corporations awarded state or municipal contracts from making campaign contributions to elected officials, political committees, or independent expenditure committees within one year of contract award

Reduces campaign contribution limits significantly, including lowering the maximum individual contribution per calendar year from $150,000 to $10,000 and reducing party/constituted committee contribution limits from $62,500 to $10,000 annually

Prohibits legislators from directing state funds to any entity that has contributed to legislators, statewide officials, or political committees during the legislator's candidacy or term

Requires the establishment of a publicly accessible, searchable statewide database of all state contracts, including bid information and contract descriptions
