Creates a presumption that members who filed a timely Notice of Participation have a qualifying World Trade Center condition, unless proven otherwise by competent evidence adopted by the board of trustees

Allows retired officers later diagnosed with WTC-related conditions to have their retirement reclassified as accidental disability retirement, effective as of the reclassification date

Estimated fiscal impact ranges from $71,000 to $990,000 annually for disability incidents and $272,000 to $3.8 million annually for death benefits, depending on the number of cases

Current deadline to file a WTC Notice of Participation is September 11, 2026, and approximately 31,945 notices have been submitted with only 1,940 verified to date
