Grants public employees up to 8 hours of paid leave annually to volunteer as poll workers during local, national, or primary elections

Applies to employees of the state, counties, municipalities, school districts, community colleges, BOCES, public authorities, public benefit corporations, and employers participating in state retirement systems

Designates this leave as excused leave that cannot be charged against vacation, sick time, or any other leave the employee is otherwise entitled to

Directs the Civil Service Commission to establish guidelines for notice, request, approval, and documentation requirements

Preserves existing rights under collective bargaining agreements and does not diminish any employee or employer rights under current laws or regulations
