Authorizes school districts, BOCES, charter schools, and non-public elementary and secondary schools to provide and maintain topical hemostatic agents (blood-clotting agents) on-site for emergency use during excessive bleeding incidents

Permits school employees and contractors to administer topical hemostatic agents during emergencies to students or staff

Requires schools authorized to maintain hemostatic agents to provide all teachers with written informational materials on their use, created and approved by the Commissioner of Health

The Commissioner of Education, in consultation with the Commissioner of Health, will determine appropriate quantities and types of hemostatic agents for schools

Takes effect on the first of July following enactment, with immediate authorization to develop necessary rules and regulations
