Requires the New York State Education Department to develop model codes of conduct for cellphone use by students during school hours, in collaboration with the Council of School Superintendents and School Boards Association

Applies to all school property including buildings, structures, and surrounding outdoor grounds at public and private pre-schools, nursery schools, elementary schools, and secondary schools

Mandates that every school district board of education, BOCES, charter school, and nonpublic school develop their own policies and procedures for student cellphone use during school hours

Requires the model codes to be posted on the Education Department's website

Takes effect on July 1st following enactment, with immediate authorization to develop necessary rules and regulations
