Establishes a credentialing pilot program within the Office for People with Developmental Disabilities to professionalize the direct support workforce serving individuals with developmental disabilities

Participants will include employees from state-operated facilities and non-profit providers, selected by the commissioner with geographic distribution prioritizing regions with greatest need

Creates a 22-member advisory council chaired by the commissioner, with appointments by the commissioner (7), Senate temporary president (7), and Assembly speaker (7), including direct support professionals, self-advocates, and workforce transformation representatives

Program initiatives must include credentialing and education programs using best practices, competency standards, and comprehensive training with online components, mentorships, and support groups

Requires a report by November 15, 2028 detailing recruitment and retention rates, number of professionals credentialed, quality improvements, and recommendations for statewide program implementation
