Authorizes the Commissioner of Mental Health to establish up to three pilot programs, each lasting three years, in community behavioral health organizations to provide supervised post-graduate clinical social work experience required for licensure as a licensed clinical social worker

Requires the program to provide supervised clinical experience at no cost to participants seeking to become licensed clinical social workers

Mandates evaluation criteria including recruitment improvements, use of evidence-based clinical models, and provision of continuing education opportunities at least one day per week for participating social workers

Requires tracking of the percentage of participants who obtain clinical social worker licensure and the average length of employment for licensed clinical social workers at participating organizations

Takes effect immediately upon passage and automatically expires six years after enactment
