Prohibits covered employers from requiring employees to use paid time off or other accrued leave before accessing or becoming eligible for family leave benefits

Expands the definition of "family leave" related to military qualifying exigencies to explicitly include when a family member is called to active duty within the contiguous United States, Hawaii, Alaska, or any U.S. territory

Applies to leave taken when a spouse, domestic partner, child, or parent is on active duty or has received notice of impending call to active duty in the U.S. armed forces

Takes effect immediately upon enactment
