Mandates annual reporting to the Authorities Budget Office, mayor, city comptroller, and state legislature on financial statements, compensation schedules, capital projects, property holdings, and minority/women-owned business participation

Creates an Office of Inspector General within NYCHA, appointed by NYC Department of Investigation commissioner, with subpoena power to investigate corruption, fraud, and criminal activity, along with whistleblower protections for employees

Authorizes the Dormitory Authority of New York to enter construction management agreements with NYCHA and requires NYCHA buildings to comply with NYC building code enforcement
