Allows family members of individuals enrolled in the New York State Medical Indemnity Fund (for birth-related neurological injuries from medical malpractice) to become certified "complex care assistants" and receive reimbursement for providing care

Defines "family member" broadly to include children, parents, siblings, grandparents, grandchildren, spouses, domestic partners, and others with close family-equivalent relationships to the qualified plaintiff

Requires the Commissioner of Health to establish a certification course covering medication administration, airway clearance therapies, tracheostomy care, IV line care, ventilator care, enteral care, and assistance with activities of daily living

Certification requires passing an in-person exam demonstrating proficiency and competence in performing required care tasks

Adds "assistance with activities of daily living" to the list of qualifying health care costs eligible for fund reimbursement and requires the commissioner to develop a reimbursement calculation method for complex care assistant services

Takes effect 90 days after becoming law, with immediate authority to develop necessary regulations
