Creates a new "mobility dealer" registration category for persons who sell more than five mobility vehicles annually or display three or more mobility vehicles at one time, with exemptions for court-appointed officials, public officers, personal sales, financial institutions selling repossessed vehicles, and insurance companies

Defines "mobility equipment" as mechanical or electronic devices permanently attached to vehicles to facilitate use by aging or disabled persons, as interpreted by the National Highway Traffic Safety Administration

Requires mobility dealer applicants to obtain a $20,000 surety bond as a condition of registration, while existing new motor vehicle dealers and qualified dealers may operate as mobility dealers without separate registration

Grants mobility dealers the right to display, advertise, and demonstrate mobility vehicles regardless of chassis make, arrange consumer purchases, sell and install mobility equipment, and provide maintenance services

Exempts mobility equipment from New York's "Lemon Law" consumer protection provisions under General Business Law sections 198-a and 198-b

Takes effect 120 days after becoming law
