Requires gas, electric, water, telephone, and cable television companies to establish a 10% discount program for low-income senior citizens and individuals with disabilities within 90 days of the law's effective date

Defines eligible "low-income senior citizens" as accountholders age 65 or older with household income under $50,000 for two consecutive tax years starting in 2020, or those eligible for ERAP or HEAP assistance

Defines eligible "individuals with a disability" as accountholders receiving SSDI, SSI, VA disability benefits, or USPS disability benefits with household income under $50,000 for two consecutive tax years

Prohibits utilities from passing the fiscal impact of the discount programs to other customers through increased bills

Mandates that participating utilities conspicuously advertise the discount program on their websites, including on accessibility pages; allows telephone and cable companies to satisfy requirements through participation in federal Lifeline or Affordable Connectivity programs
