Requires any person who uses a bicycle as their primary method of transportation to and from work to complete and pass a bicycle safety course

Mandates the commissioner develop a safety course curriculum covering bicycle operation laws, traffic behavior, hazard avoidance, pedestrian and motor vehicle safety, bicycle maintenance, and injury prevention

Requires the commissioner to consult with the Department of Transportation, State Police, NYC transportation and police commissioners, medical professionals, and bicycle safety advocates when developing the curriculum

Authorizes the commissioner to approve internet-based bicycle safety courses as an alternative to in-person training, with methods to ensure student attendance throughout

Establishes a system for tracking and replacing bicycle safety certificates, with commuters required to complete the course within one year of the law's effective date or one year after beginning bicycle commuting
