Authorizes the Department of Motor Vehicles to issue special "Seneca Nation of Indians" license plates to members of the Seneca Nation residing in New York State

Special plates would be issued free of charge (beyond the standard registration fee) upon proof of membership in the federally recognized Seneca Nation of Indians tribe

Membership in the Seneca Nation must be verified annually by the applicant to maintain eligibility for the distinctive plates

Fulfills a commitment made in the 1976 Southern Tier Expressway Agreement between New York State and the Seneca Nation, which included a provision for distinctive license plates

Takes effect 120 days after becoming law
