Creates a new registration and training framework for kidney dialysis patient care technicians who work in outpatient dialysis centers or hospital dialysis units and are not licensed as physicians, nurses, or physician assistants

Requires the Commissioner of Health, in consultation with the Commissioner of Education, to establish standardized training requirements with annual competency evaluations for trainees

Authorizes training programs to be conducted by kidney dialysis providers, accredited higher education institutions, or other commissioner-approved entities

Exempts individuals providing self-dialysis or in-home dialysis care to friends or family members from registration requirements

Provides a one-year grace period for current dialysis workers with at least two years of experience to comply with the new registration requirements, with the registration requirement taking effect one year after the bill's enactment
