Creates a new Office of Special Education Services within the New York State Education Department to serve as the principal agency for administering educational programs for children with disabilities

Establishes the office head as an Assistant Commissioner appointed by and serving at the pleasure of the Board of Regents, reporting directly to the Commissioner of Education

Requires a minimum staffing structure of six officers, including three division directors and three bureau chiefs, to assist the Assistant Commissioner

Grants the Assistant Commissioner authority to hire staff, set their duties and compensation, and manage expenses within available state and federal appropriations

Takes effect on July 1st following enactment
