Expands eligibility for disabled person license plates beyond the disabled individual to include parents, spouses, guardians, caregivers, and family members responsible for transporting a severely disabled person or disabled veteran

Defines "severely disabled person" as someone with permanent conditions including limited/no use of lower limbs, neuro-muscular dysfunction limiting mobility, physical/mental impairments causing hardship using public transportation, blindness, or deafness

Allows eligible transporters to obtain one set of disabled person plates for each vehicle they own that is used to transport the severely disabled person

Requires proof of the severely disabled person's disability from a licensed physician, physician assistant, nurse practitioner, podiatrist, or optometrist

Takes effect 90 days after becoming law, with immediate authorization for the Department of Motor Vehicles to develop implementing regulations
