Creates a reduced registration fee for snowmobiles used exclusively for sport fishing on frozen bodies of water or for accessing hunting/trapping lands by exempting them from additional fees under Vehicle and Traffic Law subdivision 4-a and Parks, Recreation and Historic Preservation Law section 21.07

Requires a distinctive colored registration sticker for snowmobiles registered under this reduced-fee category to distinguish them from standard snowmobile registrations

Imposes a $200 fine for owners or operators who use a snowmobile registered under this reduced-fee category for purposes other than sport fishing or accessing hunting/trapping lands

Takes effect 90 days after becoming law, with the Commissioner of Motor Vehicles authorized to promulgate necessary rules and regulations immediately upon enactment
