Restructures the not-for-profit contracting advisory committee from 16 members to 7 voting members, including 3 appointed by the governor representing not-for-profit organizations, plus one each recommended by the temporary president of the senate and speaker of the assembly, and the chairs of the senate procurements committee and assembly governmental operations committee

Designates 8 non-voting ex officio members from the Division of the Budget, Department of Law, Office of the State Comptroller, and Education Department, with the governor permitted to add 4 more from agencies including Health, Mental Hygiene, Children and Family Services, or Labor

Requires the committee to meet at least quarterly and submit annual reports by December 1st on implementation of the not-for-profit contracting article, the short-term revolving loan fund, and state agency compliance with statutory contract timelines

Authorizes the committee to review the state's grant management system, receive feedback from state agencies on procurement improvements, and report on contracting procedures for not-for-profits receiving state funds through municipalities

Empowers the governor to dissolve and reconstitute the advisory committee with new members if found non-compliant with statutory requirements, upon motion by a legislator, the committee chair, or the governor's own initiative
