Establishes a preference system where students at public colleges receive priority for scholarship awards, with remaining scholarships available to eligible students at private colleges

Maintains existing eligibility requirements including earning an undergraduate degree from a New York college, achieving academic excellence, enrolling full-time in an approved master's in education program, and committing to teach full-time for five years in a New York public or charter school

Takes effect immediately upon enactment
