Increases the employee threshold for "small business" classification under the state's Minority and Women-Owned Business Enterprise (MWBE) program from 300 to 500 employees

Applies the same 500-employee limit during declared state disaster emergencies, up from the previous 300-employee cap

Employees must work 30 or more hours per week over a 52-week period (totaling 1,560 hours) to count toward the threshold

Allows employees to take breaks from employment up to 13 weeks without resetting the 52-week lookback period

Takes effect immediately but is tied to the existing sunset provisions of Executive Law Article 15-A
