Authorizes Department of Motor Vehicles employees to hire their own attorney to defend against civil actions or proceedings brought against them in their official capacity as agents of the commissioner

Requires the state to pay all damages, costs, expenses, and attorney's fees incurred by DMV employees defending civil actions related to official acts or failures to act in their capacity as commissioner's agents

Permits the state comptroller to pay defense costs even when the employee acted in good faith but without legal authority or commissioner authorization, including cases where the commissioner initiated the action

Prohibits termination proceedings against DMV employees for actions or inactions taken in good faith with a reasonable belief they were defending or upholding federal or state constitutions and laws, even if later determined unauthorized
