Requires strong privacy protections including encrypted data transmission, prohibition on collecting location information, and ensuring users never have to hand over their device for identity verification

Prohibits contracted entities from using, sharing, selling, or disclosing participant data, and requires deletion of all data within 30 days of contract termination or within 10 days if a participant withdraws

Showing a digital ID does not constitute consent to search the device, and any information incidentally obtained cannot be used to establish probable cause for a search warrant

Requires DMV to submit a report to the governor and legislature by July 1, 2030, reviewing evaluated products and making recommendations for future digital ID implementation
