Amends Education Law Section 801-a to explicitly apply civility, citizenship, and character education requirements to public schools specifically

Clarifies that definitions of "tolerance," "respect for others," and "dignity" apply to courses of instruction in public schools

Maintains existing requirements that K-12 curricula include instruction on honesty, tolerance, personal responsibility, respect for others, and discouraging harassment, bullying, and discrimination

Continues to require instruction on safe, responsible use of the internet and electronic communications as part of the character education component

Preserves inclusivity provisions covering awareness of differences in race, weight, national origin, ethnic group, religion, mental or physical abilities, sexual orientation, gender, and sex
