Requires the State Comptroller to conduct audits of the Department of Financial Services at least every two years (biennially)

Audits must evaluate whether the Department is properly assessing insurer compliance with federal and state mental health and substance use disorder parity requirements under the insurance law

Comptroller must publish a report detailing audit results, including the Department's accuracy and effectiveness in measuring compliance, compliance determinations for each insurer, and explanations for those determinations

Reports must be submitted to the Governor, Attorney General, legislative leaders, and chairs/ranking members of relevant Senate and Assembly committees on alcoholism, substance use, mental health, and insurance

First report due by July 1 of the year following the act's effective date, with subsequent biennial reports due by July 1
