Requires all New York schools to include instruction on prevention of co-occurring disorders (mental health issues combined with alcohol, tobacco, and drug misuse/abuse) as an integral part of health education programs

Mandates instruction be designed according to student needs and abilities at successive grade levels, focusing on mental health maintenance, healthy decision-making, and understanding pathways to substance misuse and addiction

Authorizes the commissioner to consult with the advisory council on underage alcohol consumption and youth substance abuse, and the adolescent suicide prevention program when developing curriculum

Amends Education Law section 804 to add "co-occurring disorders" to the existing health education requirements covering mental health, alcohol, drugs, tobacco, and cancer prevention/detection

Takes effect July 1 following enactment, with immediate authorization for regulatory changes needed for implementation
