Extends New York Tuition Assistance Program (TAP) eligibility to students with intellectual disabilities enrolled in approved postsecondary education experience or transition programs

Requires TAP awards for these students be provided under the same income limits and award amounts as students in traditional degree-granting programs

Approved programs must be federally approved comprehensive transition programs that serve students with intellectual disabilities and provide academic inclusion, independent living skills, and integrated work experiences

Programs must offer person-centered planning for each student's course of study and provide a meaningful credential upon completion

Defines intellectual disabilities as impairment of general intellectual functioning or adaptive behavior that substantially affects ability to function normally in society
