Prohibits utilities and municipalities from terminating residential heat or electricity service on any day when the National Weather Service forecasts temperatures of 90°F or above (heat index) or 32°F or below

Extends the termination ban through weekends and holidays if the extreme temperature forecast precedes those days

Removes existing detailed cold weather procedures that required utilities to contact residents 72 hours before termination and make personal visits at termination time

Maintains existing protections requiring continued service for customers whose health or safety would be seriously impaired by termination due to mental or physical conditions

Preserves the ability of commission-filed settlements to impose stricter termination restrictions than those established by this bill
