Directs the Division of Homeland Security and Emergency Services to review and analyze security measures taken by owners and operators of rail yard facilities to protect critical infrastructure

Requires the commissioner to identify all rail yard facilities in New York and determine which pose public risks due to storage or transportation of hazardous substances

Mandates that identified rail yard facilities prepare vulnerability assessments of their security measures to prevent and respond to unauthorized releases of hazardous substances

Establishes reporting deadlines with a preliminary report due by June 1, 2027, a full report by December 31, 2027, another report within three years, and subsequent reports every five years thereafter to the governor, legislative leaders, and transportation commissioner

Requires report recipients to develop confidentiality protocols to protect sensitive security information, and grants the Departments of Transportation and Environmental Conservation discretion to require implementation of the commissioner's recommendations
