Establishes "conditional voter registration" allowing eligible voters to register and cast an affidavit ballot on the same day at early voting or election day polling locations

Requires boards of elections to verify registrant eligibility by matching information against Department of Motor Vehicles or Social Security Administration databases during the canvass period

Registrants whose information cannot be verified through databases but are otherwise eligible to vote will be issued a voter identification number and their registration deemed effective

Boards of elections must advise registrants that their conditional registration will only be effective if eligibility is confirmed and information is verified

Ballots must be handled in a manner that protects secrecy while allowing officials to verify registration before counting or rejecting the corresponding ballot

Takes effect 90 days after becoming law
