Authorizes the governor to present the "New York State Cold War Commemorative Medal" to veterans who served in the U.S. Armed Forces (Army, Air Force, Navy, Marine Corps, or Coast Guard) on active duty, National Guard, or reserves between March 12, 1947 and December 26, 1991

Requires recipients to be current or former New York State residents who were discharged under honorable conditions, or those with qualifying conditions or discharged LGBT veterans who did not receive bad conduct or dishonorable discharges

Limits each eligible person to one medal; if the veteran is deceased, the medal may be presented to a designated representative

Directs the adjutant general, in consultation with the commissioner of veterans' services, to establish rules and regulations for medal presentation and distribution

Takes effect on the first of April following enactment, with the Division of Military and Naval Affairs authorized to promulgate necessary regulations beforehand
