Creates a new Commissioner of State University Police position with authority to appoint all university police officers and exercise supervisory and administrative control over all SUNY police statewide

Prohibits future appointments to positions of chief of police, assistant chief, deputy chief, inspector, or other unclassified/professional service positions within SUNY police

Expands the geographic area of employment for SUNY police officers from individual campuses to all of New York State, treating them like other state police agencies

Transfers authority to enter mutual aid agreements with adjoining law enforcement agencies from individual campus presidents to the Commissioner of State University Police

Takes effect January 1 following enactment, with the stated intent of improving efficiency, standardizing security across campuses, and reducing unpredictable management salary structures
