Creates two new licensed dental professions in New York: dental therapist (requiring a bachelor's or master's degree) and advanced dental therapist (requiring a master's degree), both working under collaborative agreements with supervising dentists

Dental therapists may perform preventive services, local anesthesia, nitrous oxide administration, cavity preparation, tooth restorations, primary tooth extractions, and pulpotomies under general or indirect supervision depending on the procedure

Advanced dental therapists may additionally perform oral evaluations, create individualized treatment plans, and extract periodontally diseased permanent teeth with severe mobility (+3 to +4)

Limits practice primarily to settings serving low-income, uninsured, and underserved populations or dental health professional shortage areas, including federally qualified health centers

Requires 24 hours of continuing education per triennial registration period, with licensing fees of $115 for initial examination/license and $50 for triennial registration, and authorizes Medicaid reimbursement for dental therapy services
