Requires online ordering and delivery platforms to provide mandatory safety training before allowing delivery workers to make deliveries in cities with populations of one million or more (effectively New York City)

Training must be at least 3 hours long, provided free of charge, and available in English plus the 10 most common non-English languages spoken in New York State

Establishes a 9-member Delivery Safety Training Curriculum Task Force appointed by the governor, assembly, and senate to develop curriculum covering traffic laws, safe driving behaviors, defensive driving, and common risks for new drivers

Requires delivery workers completing training to be paid $15 per hour or minimum wage (whichever is greater), with payments administered by the comptroller using funds collected from platforms

Takes effect 180 days after becoming law for the training requirements, with rulemaking authority effective immediately
