Establishes the Office of State Code Enforcement Ombudsperson within the Department of State's Division of Building Standards and Codes to investigate and resolve complaints about local code enforcement programs

Requires the Secretary of State to consider population and geographic area when determining adequate staffing levels for local code enforcement

Authorizes the Secretary of State to place state oversight officials within local governments for up to one year (extendable) to monitor compliance with minimum code enforcement standards and assist with capacity building

Grants the ombudsperson authority to visit localities without prior notice, inspect all aspects of local code enforcement programs, and access records necessary to carry out investigations

Requires the ombudsperson to submit annual reports to the governor, Secretary of State, and legislative leaders beginning December 31, 2026, analyzing complaints, evaluating tenant and owner problems, and recommending legislation
