Changes current law from permissive ("may") to mandatory ("shall") for school districts, public libraries, BOCES, charter schools, and non-public elementary and secondary schools to provide and maintain opioid antagonists on-site at each instructional facility

Requires naloxone nasal sprays to be stored with or adjacent to every automated external defibrillator (AED) maintained by covered schools and institutions

Mandates that any person, firm, or organization possessing an AED under a collaborative agreement with an emergency health care provider must also stock opioid antagonists and store them with or adjacent to AED cabinets

Expands the definition of "entity" under opioid antagonist laws to include public access defibrillation providers

Takes effect on the first of July following enactment, with immediate authorization for regulatory changes needed for implementation
