Creates an 11-member temporary task force to examine the exclusion of disability pensioners from the Variable Supplements Fund (VSF), a program established in 1970 to supplement retirement allowances for NYC police and fire retirement system members

Task force membership includes appointees from the governor (2), senate temporary president (2), assembly speaker (2), senate minority leader (1), assembly minority leader (1), NYC mayor (1), state comptroller (1), and a disability retiree representative appointed by the chair

Seven non-voting members will participate, including representatives from the Uniformed Firefighters Association, NYC Comptroller, and boards of trustees from transit police, housing police, and correction officers' variable supplements funds

Task force has authority to conduct public hearings, issue subpoenas to compel witnesses and documents, and recommend legislation

Must issue a report within one year containing findings and recommendations on disability pensioner eligibility for VSF supplemental payments, to be transmitted to the governor, comptroller, and relevant legislative committee chairs
