Amends the general municipal law to exclude individuals from eligibility for the municipal sustainable energy loan program, limiting loans to commercial entities, not-for-profit organizations, and other non-individual entities

Removes the existing loan cap for individuals, which previously limited principal amounts to the lesser of 10% of appraised property value or actual installation costs

Retains municipal authority to set maximum borrowing limits for eligible entities based on property value, projected savings, project cost, and existing indebtedness

Updates legislative findings to reference Article 75 of the environmental conservation law regarding statewide energy efficiency and renewable energy goals

Takes effect immediately upon enactment
