Requires the Department of Veterans' Services, working with the Division of Small Business, Department of Labor, Division of Service-Disabled Veterans' Business Development, and Office of General Services, to create and maintain a public directory of veteran-owned businesses categorized by labor, services, supplies, equipment, materials, and construction trades

Defines "veteran-owned business" as at least 51% owned by veterans, with management and daily operations controlled by veterans, and independently owned and operated in New York State

Mandates the Office of General Services create a searchable, internet-based centralized state database to promote veteran-owned businesses to the public

Requires service-disabled veteran-owned businesses to be marked with an asterisk or special indicator in the directory

Directs the department to develop a registration and verification process for businesses seeking inclusion in the directory, including rules for approval, denial, or revocation of veteran-owned business status

Requires existing procurement seminars for veteran-owned businesses to include registration information for the new directory and database
