Creates the New York State Commission on Government Efficiency to examine state spending and identify unnecessary and wasteful expenditures

Commission consists of 8 members: 2 appointed by Senate temporary president, 2 by Assembly speaker, 2 by Senate minority leader, and 2 by Assembly minority leader

Members must be appointed within 30 days of the act taking effect and serve two-year terms without compensation

Commission must submit an annual report with findings, specific recommendations, and proposed legislation or regulatory changes to the governor, Senate temporary president, and Assembly speaker

First report due no later than one year after member appointments, with subsequent reports annually thereafter
