Amends Education Law section 3602 to expand the definition of "high need school districts" eligible for enhanced state funding calculations

Allows districts designated as high need under the 2008 need resource capacity category code (from the 2013-14 school aid computer listing "SA131-4") to qualify for the funding multiplier

Provides qualifying high need districts with a 105% multiplier applied to their tier four state sharing ratio values for total foundation aid

Modifies the formula for calculating state aid by adjusting how the combined wealth ratio affects funding for eligible high need districts
