Grants local school districts and municipalities the authority to determine and establish maximum speed limits for highways located in school zones within their jurisdiction

Amends Vehicle and Traffic Law sections 1620 and 1622, which currently give the Department of Transportation authority over speed limits on state highways

Maintains existing provisions allowing school speed limits as low as 15 miles per hour for a distance up to 1,320 feet on highways passing school buildings, entrances, or exits

Takes effect immediately upon passage
