Requires all state employees, public officials, and elected officials to complete mandatory annual implicit bias training designed to help individuals recognize their biases and develop strategies to act objectively

Defines covered employers as the state, political subdivisions, public authorities, public benefit corporations, authorized agencies accepting adjudicated delinquent children, and members of the legislature

Directs the Legislative Ethics Commission to create and administer the implicit bias training program for the governor, lieutenant governor, attorney general, comptroller, state legislators, and legislative employees

Mandates that all covered employers provide the training in accordance with the program developed by the Legislative Ethics Commission

Takes effect on January 1st following enactment, with immediate authorization for agencies to develop necessary rules and regulations for implementation
