Requires any rent-stabilized or rent-controlled housing unit lost or destroyed due to fire, natural disaster, act of God, act of war, or eminent domain to be replaced in any new construction on the same parcel

Replacement units must be substantially similar to the original lost housing accommodation

Replacement units must remain subject to rent stabilization/control laws with maximum rent set equal to the rent of the lost unit

Amends the Emergency Housing Rent Control Law, Emergency Tenant Protection Act of 1974, and the NYC Administrative Code to apply these requirements across different rent regulation systems

Takes effect 90 days after becoming law, with certain provisions expiring alongside the underlying rent regulation laws they amend
