Establishes a 6-member legislative committee (5 Assembly members appointed by the Speaker, 1 Senator appointed by the Temporary President) to study creating a kindergarten to college/career ready (K2C/C) program and universal college savings accounts for low and moderate income families

Requires the committee to review existing K2C programs in San Francisco, Ohio, Nevada, Washington, and other states to assess their structure and success

Directs the committee to establish contacts with New York banks, credit unions, and philanthropic organizations, and to solicit testimony from the State Comptroller, school principals, and superintendents

Mandates development of a proposal addressing anticipated per-student investment, account maintenance guidelines, application procedures, and administrative costs based on 2023-2024 and 2024-2025 kindergarten enrollment

Committee must hold its first meeting within 45 days of enactment and deliver findings to legislative leaders and the Governor by November 1, 2024, after which it disbands; act repeals November 1, 2026
